Who needs a risk assessment?
Under the Management of Health and Safety at Work Regulations 1999, every employer must carry out a suitable and sufficient risk assessment. This applies to all businesses regardless of size — from a sole trader to a large organisation. Charities, care homes, schools, and churches that employ staff or engage volunteers also have this duty.

Churches and places of worship that employ staff or engage volunteers have a legal duty to assess the risks faced by those working on the premises.

Charities
Charities that employ staff or engage volunteers must assess the risks their activities and premises create. Funders and the Charity Commission expect it.

Schools
Schools and academies must assess risks to staff, pupils and visitors. Ofsted and local authority inspections will consider whether risk assessments are in place.

Yes. Under the Management of Health and Safety at Work Regulations 1999, every employer must carry out a suitable and sufficient risk assessment. Self-employed people with no employees may also need one depending on their activities.
